cityfoodsters says: 2** tempura at Kondo, Tokyo by chef and owner Fumio Kondo. In comparison to other tempura restaurants that we've tried (Mikawa Zezankyo, Rakutei, Fukamachi) the batter here is heavier and thicker. If we were to choose our favorite, it would still be Mikaw
